Oh dear. I’m not sure how well that request would work out. I know Ozma is ridiculously powerful and is generally considered to be benevolent (at least until she seems to have gone loony) but given the tone of the comic so far, I’m kind of worried for them.
A sharp left turn from the Baum version, of course, but certainly a plausible development in this reading of the matter of Oz.
As for the parental question — I think Baum’s “canonical” Ozma (or possibly Glinda) could have given them a child without too much difficulty, though the method would almost certainly have been at best PG-rated and would not have addressed the distinct but related issue of physical congress.
In this Oz, however…I have a feeling that things went spectacularly wrong. Indeed, there could very well have been a severe backlash. Namesake-Ozma would very likely have invoked some form of fertility magic to quicken Nick’s bride — but the original spell cast by Queen Lurline to “create” Oz must necessarily have incorporated a significant anti-fertility component. Result? When Ozma’s and Lurline’s spells clash, one gets a humongous feedback loop. And, very possibly, brain-eating poppies as an unplanned side effect.
In this version of Oz, Ozites are not sterile per say, some have kids, but it’s not very common. The “anti-fertility component” would be simply a combination that immortals don’t really feel the need to have children, pass down the name, take care of whomever after they die and that Ozites can’t have children quite as easily as say people from Earth. They also seem to have a pretty stable inflow of “immigration”.
So there are kids once in a while. Death and aging in Oz are prevented, but if an Ozites meets a pretty terrible accident that destroys his body, he can die, unless his will is powerful enough to have him “survive”, like the Tin Man. Babies grow older out of willpower. So there is a few kids that choose to remain childlike, but most have a will to grow older and do so. They eventually stop at a chosen age.
So generally, Ozma’s spell “controls” death. It doesn’t make it go away. If a person wishes strongly enough to die or grow old, they will. Their willpower and wishes influences the magic.
There’s still not a lot of kids in Oz though. In all honesty, the Tin man and his wife were considered pretty eccentric for wanting one.
In a world where a chopped-apart man can still live with replacement tin parts until there’s only tin left, I would expect Ozma to find a way that they would *HAVE* a child together. Maybe he just has to go find one PARTICULAR part of his original body?
Yes, I know, that goes way over to the creepy side, but Our Writers haven’t shown any aversion to creepy yet.
Or just a magical spell that allows the combination of the two; a living tin baby?
No, but really, in all seriousness, what I love about Baum is that there’s no “true” version of the story. So you pick and mix and change things. It’s really awesome to work with. Also, in the case, Baum is not Dorothy, so he might have modified the tale he heard….

I know they are not public domain so not usable, but I see Bastian from The NeverEnding Story (the 1st one, not the lousy sequels) and Miaka from Fushigi Yuugi as possible Namesakes =D
If you read the original book you will discover that the movie is a very poor adaptation. You will also learn that Bastian is something much like a Namesake, however it is also revealed that the owner of the bookstore (Carl Conrad Coreander, iirc) had also gone to Fantastica.
That last panel looks like Ozma is solving the biological barriers stopping them from having a kid, including the Tin Man’s missing parts. It also looks like she’s having a little too much fun with it and possibly checking out the girl at the same time.
