Why is she bleeding from the nose? Is that some kind of a medical condition?
Nose bleeds are a common result of being stressed for those with high blood pressure. Also from cold, dry weather. Perhaps its winter in Oz.

My guess is that there’s some mark they need to see or not see. Perhaps she’s suspected of being the witch in disguise and some aspect can’t be hidden — an extra nipple, a brand, whatever — or maybe a Namesake has a special birthmark or something on their chest.
Or maybe she’s just a hentai Munchkin abusing her authority.
Whichever really, it’s going to be hilarious.
